Commissioner Gary Molloy Announces Digitization of RESEA Program Services


USVI – Commissioner Gary Molloy is pleased to announce the digitization of the Reemployment Services and Eligibility Assessment (RESEA) program. The RESEA program supports Unemployment Insurance (UI) claimants at risk of exhausting their benefits, including former U.S. military service members receiving Unemployment Compensation for Ex-Service Members (UCX) benefits. Eligibility for participation is determined through information provided by claimants during the online UI benefits application process. The program employs evidence-based reemployment strategies and interventions.
With the new implemented RESEA module, claimants can anticipate the following improvements:

  • Automatic Registration: UI claimants are automatically registered in the Virgin Islands Electronic Workforce System (VIeWS) upon filing a claim.
  • Account Credentials: Claimants automatically receive their VIeWS username and password via email to facilitate job searches.
  • Automated Scheduling: RESEA participants are automatically registered for orientations and assessments through VIeWS.
  • Participation Notices: Selected claimants receive RESEA participation notices via email, including a PDF document with their scheduled dates and times for orientations, assessments, and other program activities.
  • Compliance Monitoring: The system automatically tracks program compliance. Non-compliance notices are emailed as PDF documents to participants who do not meet program requirements.

These improvements will enhance customer satisfaction by streamlining processes and ensuring the secure communication of claimants’ information with VIDOL staff.
